Most likely dutch. I can identify the numbers 145 and 153 mentioned at around 00:50 in the recording. Probably unlicensed operation, afaik this is not an official amateur radio frequency.

This is a part of MWARA; MWARA is the term for Major World Air Route Areas, which support HF Radio communications to aircraft outside of VHF range. I.E. the routes over atlantic, when necessary, the mwara like traffic can be disseminated over nato allied frequencies, and communication bands, in case of dual use flights etc.
