WTF is this? it sounds like nothing but someone farting into the microphone and seriously braking the crap out of it

UVB 76 the buzzer is played from a mic. There are some other russian stations, the short intermitent beeping is called pip, the loud 3 notes is called squeeky wheel, and the buzzing, the main thing is called the buzzer, as you may have guessed.
